James D. Bradford, PhD, PE, President
Dr. Bradford is the president and founder of of Mesa Point Energy.
Jim has over 27 years of experience in commercial building systems, energy performance metrics, energy systems design and analysis, performance contracting, DSM utility programs, energy project measurement and verification (M&V), energy policy development, and expert witness support. Dr. Bradford currently serves on the International Performance Measurement and Verification Protocol (IPMVP®) committee which is tasked with developing protocol and setting certification standards.
Dr. Bradford is a licensed engineer in the state of Colorado and holds a PhD and MS in Civil, Environmental and Architectural Engineering from the University of Colorado and a BS in Mechanical Engineering from Montana State University.
Gang Tan, PhD, PE, Associate Engineer
Dr. Tan is an Assistant Professor at the University of Wyoming in the Department of Civil and Architectural Engineering.
Gang has worked on many DSM related projects such as potential studies, evaluations and tool design for organizations such as the Energy Information Administration / U.S. Department of Energy (DOE) New Jersey Public Service Enterprise Group’s (PSEG), New York City Green House Gas Reduction Long-term Plan project, The State of Florida, National Grid, ComEd Florida Power & Light’s (FP&L), Pacific Gas and Electric Company’s (PG&E), USGBC, New York Power Authority (NYPA) The Georgia Power Company The American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), New York Energy $martSM Program, The New York State Energy Research and Development Authority (NYSERDA), and MidAmerican Energy.
Dr. Tan has a Ph.D. in Building Technology from the Massachusetts Institute of Technology (MIT),
Tracy Phillips, MS, CEM, LEED AP, Associate Project Engineer
Mr. Phillps brings over 14 years of detailed energy engineering and DSM program support qualifications to the Mesa Point team. His focus is on performing energy audits and providing measurement and verification services.
William Goodrich, CEM Associate Project Engineer
Mr. Goodrich is an experienced engineer, analyst, and manager with a multi-disciplined background. William has a comprehensive understanding of energy utility DSM markets from both analytical and ‘hands-on’ perspectives, providing consulting services to utility companies, as well as the commercial and industrial clients that participate in utility-sponsored energy efficiency programs
In addition, William has over 10 years of energy engineering and design experience, with exceptional skills in market characterization and potential studies advanced control systems, embedded LED lighting, and Internet of Things (IoT) applications.
Before joining MPE, William was the Lead Engineer for Sapientnitro and Senior Project Manager for Nexant, and is the co-founder and director of Dispersion, an LED illumination consultancy.
Mr. Goodrich is a Certified Energy Manager and a member of the Association of Energy Engineers. William graduated from Lafayette College with a dual degree in Engineering and Philosophy.
Donna Porter, MS, Associate Program Manager
Ms. Porter has over 20 years of experience in the environmental field working with municipalities and consulting services. She has expertise in project management, public outreach and education, marketing, website development, grant writing, as well as program design, implementation and evaluation. Donna most recently has managed the implementation of the custom energy efficiency programs for SourceGas, Black Hills Energy, Colorado Natural Gas, and Atmos Energy
Ms. Scott holds a Master of Environmental Science from the University of Colorado, Denver.
